(1) Higher education will be free for Dalit, marginalized, disabled and economically disadvantaged students who are enrolled in the university or its subordinate organizational and community educational institutions by fulfilling the criteria set by the university.
(2) For the purposes of sub-section (1), other provisions regarding basis, criteria, classification shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette.
(3) A student can enjoy the facility as per sub-section -(2) only once in each level.
(4) Regardless of what is written in the existing law, seats will be reserved for Dalit students for admission to technical and professional higher education.
(5) The university will provide higher education for the sons and daughters of martyrs, disappeared persons and persons with disabilities as per the prevailing laws.
(6) Students who have studied in community schools from class six to class ten will receive a scholarship in accordance with the laws prevailing in higher education.
